TAX ALLOCATION DISTRICT RFP

Project Information

The Development Authority of Douglas County (DADC) is seeking proposals for Consulting Services (the “Services”) in connection with the preparation of redevelopment plans (the “Project”) for the potential financial and redevelopment effectiveness of a Tax Allocation Districts in Douglas County. DADC reserves the right to award the four redevelopment plans separately or as a package.

Subject to the availability of funds and the responses to this Request for Proposals (the “RFP"), DADC will select Consultants to complete the Project. The Consultant must be experienced in preparation of redevelopment plans for tax allocation districts in accordance with Georgia’s Redevelopment Powers Law (GA Code Annotated 36-44-1, et seq., the “Law”).

Responses to Questions from Pre-Proposal Conference

  1. Page 4, under the Scope of Work, one (1) TAD area, the “Lee Road Small Area and Corridor Plan,” is identified for a Specific plan. However, under the Information and Instructions to Respondents on page 6 in the Objectives section, it calls for four (4) TADS and distinct Redevelopment Plans. Are you looking to create more than one TAD area? Specifically, four (4) TADs? Or is that to be determined as part of the initial analysis?
    This is an error.  The study is only for one (1) TAD.  Ignore the reference to 4 TADs. The correct language is "for one (1) TAD and any relevant plans or studies, in particular the Lee Road Small Area and Corridor Plan.
  2. Regarding the cost estimate. Page 7 of the RFP states, “COST OF SERVICES: Respondents should provide detailed information regarding total cost for the services proposed under this Request for Proposals and a separate breakdown of rates for individuals or firms performing services and reimbursement of expenses.” Is this a request for a cost estimate in two distinct formats? Please clarify.
    The cost breakdown should provide a total cost for services as well as an hourly rate for team members.
  3. Is # 2 on Page 10 - Background and Experience of Respondent - requested in addition to the 15 total page requirement?
    Yes. The 15-page total is for the technical/methodology response to the RFP.  Each firm can provide information about the firm(s) and the resumes of the team members.
  4. Can you please provide a list of firms that attended the pre-bid meeting?
    MuniCap, KB Advisory Group, and LeCraw Engineering.
