Elevate Douglas Economic Partnership represents both the Development Authority of Douglas County and the City of Douglasville Development Authority for the purpose of fostering economic development in our community.
The Development Authority of Douglas County (DADC) was created by the Douglas County Board of Commissioners and the State of Georgia in 1973. The DADC is governed by a nine member volunteer board of directors who are appointed by the Douglas County Board of Commissioners.
The City of Douglasville Development Authority (CDDA) was created by the City of Douglasville City Council and the State of Georgia in 2011.The CDDA is governed by a seven member volunteer board of directors who are appointed by the City of Douglasville Mayor and Council.
The Authorities conduct two fundamental activities to support local economic development:
- Provide access to capital and to other financial incentives that would assist target industry sector projects;
- Market and promote Douglas County to new business.
The Authorities assist prospective relocating or expanding companies that meet certain criteria by receiving and administering state grant funds, and by serving as a financial conduit that issues Industrial Development Revenue Bonds to help companies borrow money from traditional lending institutions to finance relocation or expansion. Since these are held by qualified financial institutions, no county taxpayer dollars are involved in their issuance. Additionally, competitive, discretionary funds may be available to projects within the Douglas County Targeted Industry Sectors that create full-time, high-wage jobs and invest significantly into our tax base, providing our community and schools a high return on investment.
